Starting 1 November 2025, Australia’s new Aged Care Act will come into effect a major inform aimed at delivering more person-centred, transparent and flexible for older Australians.
🏡 Home Care Package (HCP)
The Home Care Package remains the cornerstone of in-home aged care. Providing tailored support to help older people live safely and independently at home. Services include personal care, domestic help, transport, meal preparation and social participation. Under the new legislation, HCPs will continue until they are progressively transitioned into the Support at Home Program by 1 July 2027, a step towards a unified, simpler aged care system.
🌿 Short-Term Restorative Care (STRC)
The Short-Term Restorative Care program (STRC) offers up to 8 weeks of intensive, goal-oriented support to help older people regain independence after illness or hospitalisation. This includes rehabilitation, physiotherapy, nutrition and social re-engagement delivered either at home or in a short-stay setting.
Like HCP, the STRC will also be integrated into the Support at Home Program by 2027.
🤝 Support at Home Program
The Support at Home Program will merge HCP, STRC and the Commonwealth Home Support Programme (CHSP) into one coordinated model. The goal is to reduce administrative complexity, improve service access and tailor support more closely to each person’s unique needs.
This means older Australians will receive seamless care from short-term recovery to long-term home support all within one system.

새로운 양로복지법 2025 호주 재택돌봄서비스, 어떻게 달라질까?
2025년 11월 1일부터 호주의 새로운 양로복지법 (Aged Care Act)가 시행됩니다. 이번 법 개정은 어르신 중심의 돌봄을 강화하고 더 간소화된 서비스 체계를 마련하기 위한 큰 변화입니다.
🏡 Home Care Package (HCP) 재택 돌봄의 핵심
현재 HCP는 어르신이 자신의 집에서 안전하게 생활할 수 있도록 정부가 지원하는 개별 맞춤형 재택돌봄서비스입니다. 서비스내용에는 개인위생지원, 가사도움, 식사준비, 교통, 사회활동 참여 등 일상생활 전반을 지원하는 항목이 포함되어 있습니다. 새법 아래에서도 HCP는 계속 제공되지만, 2027년 7월 1일 이전까지 점진적으로 Support at Home Program 으로 통합될 예정입니다. 즉, 현재의 Home Care Package는 ‘지원의 일원화’를 향한 과도기적 단계에 있습니다

STRC(단기 회복 지원 프로그램) 은 어르신이 병원입원 후 또는 기능저하를 겪을 때 다시 자립적인 생활로 돌아갈 수 있도록 돕는 8주간의 집중 단기 서비스입니다. 재활, 물리치료, 영양관리, 사회활동 복귀 등의 서비스가 포함되며, 가정 또는 임시시설에서 제공됩니다. 이 프로그램 또한 Support at Home Program 안으로 단계적으로 통합될 예정입니다.

2027년 7월 1일 이전까지 연방정부는 Home Care Package, STRC 그리고 Commonwealth Home Support Programme (CHSP)을 Support at home Program 으로 통합합니다. 이 새로운 체계는 중복된 행정절차를 줄이고, 서비스 접근성을 높이며, 각 개인의 필요에 따라 유연하게 지원할 수 있도록 설계되었습니다. 즉, 하나의 프로그램 안에서 단기 회복 지원부터 장기 재택 돌봄까지 연속적으로 관리받을 수 있게 됩니다.
